Only a handful of offenses - Tampa Bay, of course, but also the Steelers, Rams, Browns, and Chargers - were more harmed by interceptions than sacks. Most offenses were set back because they took too many sacks relative to INTs - in particular, GB, SEA, JAC, TEN, WAS, NYG, PHI.
Expected points are the points you would expect for all teams given their field position. You can calculate expected points added by taking a play and subtracting the previous spot for the ADDED value.

The bonus is that the INT is a risk of throwing before a sack, but not the only possible outcome. If you traded INTs for sacks directly, you wouldn't improve much, if at all. There is the chance of completing the ball on some additional, riskier throws. Depending on the rate of success, you lose less EPA with fewer sacks, gain some EPA with some completions minus the increase in INT.
