The PUBLICIST for the Rolling Stones claims that Richards was joking, not Richards himself.
Once the record execs saw that the story got legs and was picked up by the world's major media outlets, they had to act fast to deflect criticism. They will say anything to protect their bottom line. The Stones are still one of the top grossing groups year in and year out.
The reason the story spread is because everybody believes that Keith Richards did exactly what he said he did. If he had been joking, he would have said so right there in the interview. Just look at the guy! 63 going on 93! Richards told the truth and made the mistake of giving a candid answer in an interview. The lie was on the publicist's part.
BTW - The reports are that he was so drunk while filming the new "Pirates" movie that the crew had to hold down his feet and legs during some scenes.
