Intentions are subject to interpretation by others. They can be questioned/disputed. The can also languish, never acted upon. Actions are people stepping up, attempting to walk their talk. While action itself is admirable, few people follow through and act with attention to outcomes. It is the outcomes of our actions that matter most. We know who we are and what we mean to do -- but it is the outcomes of our intentions and actions that determines what we mean to others.
