20/80 rule: 20% of people do 80%of the work. As long as stuff gets done, parents will assume you have it covered. You have to reel them in early. Hold a very public volunteer parents "thank you" event. Have the school put in the newsletter a "parent volunteer of the year" or make some sort of incentive for the kids whose parents participate (increases pressure from the kids to have their parents involved) sort of like the prizes they give for the fundraisers. If you use your imagination, it doesn't have to cost anything. Bought a chair at Ikea, stuffed it into my little car and brought it home. Totally wrong in the house.
